Sealing documents and records is actually a fairly common practice. In many countries, birth, marriage and divorce records, just to name a few, are often sealed for a variety of reasons. However, when documents are sealed, or kept secret, in highly publicized cases it becomes very intriguing and mysterious with potential conspiracy implications.
